RX 9000 XT regular FPS and Voltage drops when TV plugged in HDMI

Hello,

I've been troubleshooting a problem with my new PC equipped with an AMD Radeon RX 9000 XT for quite some time now (over 3 months). Overall, the performance is very good, but I'm experiencing regular FPS drops when my TV is connected to the GPU via HDMI.

Here's my current setup:

  • UWHD monitor LG connected via DisplayPort at 144Hz
  • Valve Index connected via DisplayPort at 144Hz
  • Philips 75-inch TV PUS 8007 connected via HDMI at 60Hz

Computer specs:

  • GPU: AMD Radeon RX 9000 XT with 20GB VRAM
  • CPU: AMD Ryzen 5 7600X 6-Core (4.7GHz)
  • RAM: 64GB
  • OS: Windows 10 Pro 64-bit

After some time of the TV being connected to the PC, the system starts to experience these very regular hiccups every 40 seconds. I attempted to record it using performance tracking in AMD SW Adrenaline edition: https://file.io/Zggr2lP9tfit

So far, here are the things I've tried to resolve the issue (aside from unplugging the HDMI, which immediately resolves the problem):

  • Ensured that the TV is set to "PC mode"
  • Installed older and newer drivers
  • Tried different HDMI ports on the GPU
  • Turned off/on AMD Smart Access Memory
  • Adjusted settings in the Adrenaline SW, although I'm unsure if I was doing it correctly
  • Tried different HDMI cables between the GPU and TV
  • Set my OS refresh rate to match the TV's (60Hz)
  • Tried older and newer BIOS versions

My friends and colleagues have also searched for solutions online, but nothing has worked so far. Please let me know if you have any ideas or suggestions for further diagnosis. Thank you!
