I had this problem with the previous game in the series as well a few months ago, back then i could just toggle GPU scaling and it would fix the problem, it did not really matter wheter it was on or off, this time however this does nothing, it very weird, seemingly at random i can open the game and it will run at 60-80% gpu usage with high settings but most of the time as soon as i run the game it goes straight to 99% and it stays there but only on fullscreen or borderless and regardless of if im on the title screen or on a heavy traffic area or of the graphics settings i change in-game
