RX 6600 XT not performing

Só recently I upgraded my GPU from a GTX 1060 6g to an RX 6600 XT. The problem is that the GPU rarely passes the 80% usage mark.
At first, I thought it was a CPU bottleneck since I was playing cyberpunk 2077 and the game can be heavy on that department, but now that I'm playing an older game I'm beginning to get worried it could be something else.

Cyberpunk 2077 was running at 1080p max setting, RT off. Getting around 80% to 90% GPU utilization getting from 60fps to 45fps( on heavilly populated areas) .
Now I'm playing Assassin's Creed Odyssey the game cant pass the 61% utilization mark on the GPU. Max settings on 1080p. The game is getting from 50fps to 30fps.

What can be the cause of those performance issues?

PC.
CPU: Ryzen 7 1700
GPU: RX 6600XT Saphire Pulse
RAM: DDR4 2x8 Ballistix Sport 2666
Motherboard:  Asus TUF B350M- Plus
PSU: Corsair CS550M
Drive: Adrenalin 22.5.1

To my knowledge highest what is considered a safe voltage for continuous/long time use for Ryzen 1000-3000 (maybe later too?) is 1.325V so your voltage is too high and can reduce performance. Would rather go with 3.7GHz@1.29375V if that works, even 3.6GHz as there will be no noticeable difference in performance - performance is more likely to actually improve due to lower temps. 

After testing stability of lower voltage and clockspeed, move on to memory. 1.4V and 3200. If doesn't work, you might have to clear CMOS (unplug computer from wall socket, wait till LED's stop shining and connect these two pins for a couple of seconds with anything that conducts electricity like tip of flat head screw driver)

then 3000, 2800. When you find what it can do, try lowering memory to 1.375V and check stability.

Your CPU and slow memory. Get a 5600, set DRAM voltage to 1.4V and OC those memory sticks to 3000-3200. You could also add 2x8Gb compatible memory sticks as they don't cost much and four sticks on AM4 system is faster than two sticks.

Yeah, it could be, but I feel like the performance should be better than it is now even w/ my current setup. I mean there are a lot of videos on YT of people getting above 60fps max settings on AC Odyssey using an R7 1700 and worse/similar GPUs. I saw even using lower speed ram like this here using a 2400:

I mean 30 to 50fps should not be normal on my setup, right?

If you check early parts of that video, he is getting 30-50 fps. My gues would still be CPU+memory, but on top of previous ones:

- Check you have DIMM's in correct slots so you have dual-channel enabled

Download hwinfo64 and run as admin: https://www.hwinfo.com/download/

Mode should say Dual-Channel

Check motherboard and GPU temps (can also be done with HWinfo64, run as admin, sensors only)

Outside that, DDU your driver installation and reinstall drivers.

Also notice that Youtube video header: "AMD Ryzen 7 1700 OC 3.7 Ghz 1.237 volts" So he is probably running 3.7GHz all core manual clock undervolted to 1.237V, which can make it faster.

Yeah, I do have dual channel enabled, I'm also running the 1700 on 3.8ghz at 1.3937 volts. About mobo temps, I don't know how much hot is too hot but the hottest it got was 51ºc, the CPU never got above 68ºc.

I never actually manually changed anything on this CPU.

The closest thing I did was put the EZ Tuning on optimal.
I'll try the stuff you recommended and see where it goes.

Managed to get 3.8 at 1.29375v. The ram did not get past 2733MHz at 1.2v and for anything past 1.2v I have to clear the CMOS to turn it back on.

You might need a modular power supply. Same problem for me but on a xfx 6800. for higher end graphics cards, there are two 8 pin pci cables but my power supply only had one cable that branched off into 2 connectors. I was only getting 20% utilization in games but i got a modular power supply where i can connect 2 pci cables instead of one watch this video if this might be your problem https://www.youtube.com/watch?v=gVZDB-9vKPY

My power supply is semi-modular, and my 6600 xt only has one 8pin.IMG_20221020_101510.jpg

It is connected to that  6+2pcie. I don't think the problem is lack of power since when I turn RT on cyberpunk it reaches around 130W without any problems.
