Hi

My problem happens when I play a game it is low freqency inthe begining game run in 1360MHZ after few secounds MHZ runs 1150 to 1300 MHZ. Interestingly, in some games, MHZ is always maximum, for example CIVILIZATION 6.

Is this a new issue? Is this a new card? Is this an old card that was working fine and now is not?

Frequency is supposed to go up and down with the load.  If a part of a game is bottlenecked by the CPU, the GPU will clock down a bit since it doesn't have to work as hard.  You need to nail down a more specific example, taking note of both CPU and GPU usage, to establish whether or not there's actually a problem.
