Hi, my RX 5700 XT stuttering in Windows 10 desktop when i move windows, scrolling web pages etc...

It happens with Lenovo LQ24-10 (2560x1440) monitor. I checked with another monitor (Samsung U28E590D 4K) and there is no problem. Howerver i used this monitor with other cards in the past and also had no problems, so the issue in RX 5700 XT for sure. Also if i remove the Adrenalin driver there is also no problem.

Anyone experienced the same?

I also noticed if i boost my refresh rate to 62hz and above the stutterings are gone...

Same problem here with my 100hz monitor (ed347ckr) only happens at 100hz and not at 60hz. also disabling 5700 xt driver fix the stutter.

only happens in desktop, not in games.

Yup, I just boosted my monitor to 62hz and the mouse and windows slowdowns are 99% unnoticeable when they occur. So it's definitely a 5700 XT issue. AMD, notice this!
