I have the same exact issue replica-table on MULTIPLE PCs with multiple brand new cards. If you look around online you can see the same exact thing from everyone else with this card. There is no fix. XFX wants to RMA the 2nd card I got from the 1st RMA the have already done. This issue isn't getting fixed by anybody, nor is it even being acknowledged by AMD or the manufacturers of the card. As far as I can tell we have 2 options. We can sell it online to someone else and knowingly screw them over, or take the L and suck it up and buy a different card. Sorry to be the bearer of bad news. My bet is this is the only response you will get because no body knows how to actually fix it.
