Graphics Cards

Hey so this is my first PC build, but it's a carbon copy of a friend's build, so I know it works and I know that it can run most if not all games with at least 90 FPS+. So the AMD software settings doesn't present an option of GPU workload, which I understand is only for older versions of the software, somewhere around 23.5. I don't know if the 6950 requires that older version or not. I have disabled my integrated graphics in my device manager, and when I do that, the CPU is running everything. The graphics card is currently doing 0, 0 utilization while the integrated graphics is tanking most of it and the cpu tanking the rest. I have tried switching PCIE slots on the motherboard, looking though BIOS, trying to force my computer to use my graphics card on games, but it the games don't even register. So I have no idea, what the next step is, been working on this for the past few hours and I need help.

TLDR: My computer sees my 6950, has the latest drivers but is not being utilized in the slightest and I have tried most options.
