Seems like your Dell Latitute laptop has a Intel APU Processor and a HD 8690M GPU card here is the last AMD support driver for your laptop GPU card: https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-8000m-series/amd-radeon-hd-8690m...

Manually download the AMD driver and DDU with the internet disconnected and deleting AMD Installation folder at  C:\AMD if created before.

It is best to use DELL's own OEM AMD Driver first since it is customized for for your laptop. Plus you must have all the Intel Drivers updated to the latest versions especially the Intel Graphics and CHIPSET drivers. Also update the Laptop BIOS to the latest version if applicable.

Here is Dell's Support download page with all the latest Windows 10 drivers including the OEM AMD Driver for the HD8690M GPU card:https://www.dell.com/support/home/en-us/product-support/product/latitude-e6440-laptop/drivers

Also Windows must be fully updated via Windows Update.

Edit: Found Dell Support about Windows Compatibility for your laptop Intel Processors: https://www.dell.com/support/kbdoc/en-us/000130972/microsoft-windows-operating-system-support-for-in...

This is your laptop:

About this item

  • Intel Core 4th Generation i7-4610M Processor (3.0 GHz, 4M cache, Upgradable to vPro technology)
  • 8 GB Dual Channel DDR3L 1600MHz (4GBx2) Memory, 320 GB SATA Hard Drive (7200 RPM)
  • AMD Radeon HD 8690M Graphics 2GB GDDR5 with Express Card

First you must have the latest version of Win10,,,fully updated. Go to Windows update.

You must update the Intel graphics drivers before installing the AMD drivers. Go here and use the Intel driver updater...install all it finds. > https://www.intel.com/content/www/us/en/support/detect.html

Then install the correct version of the AMD driver here > https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-8000m-series/amd-radeon-hd-8690m...
