hot temperature on 6800 XT

Hello , I would like to describe my situation. I have a ryzen 7 5800x and a Rx 6800 XT powercolor and noctua UH-12s. I notice that the air inside the cage is very hot also if I touch the case it is really burning. Inside instead temperature aren't that bad: 70° C for the GPU and 60 for CPU but only if I put at max the fan of the graphic card otherwise the temperature will rise to 85°C while the CPU is stable at max 70 ° . The Junction temperature instead arrive at 95° C. So I was wondering is the graphic card the problem or the air flow inside my case? I have two fans in front that blow the fresh air inside while the top two fans are in exhaust. The rear also is in exhaust. As I said before I have the noctua UH-12s as cpu Fan. I was wondering if switching to AIO will help me or will simply don't do anything. Should the graphic card be undervolt? As I read in many tutorial on youtube? Is it a problem of thermal paste on the graphic card GPU? But this is strange since the graphic card is brand new, at least they didn't sell me an used graphic card. I'm a bit stuck on this one, it could be also a problem of air inside my room since now in Rome we touch 40° C I used portable aircondition which it help but the stiil it's weird. I'm happy if anyone could have some suggestion in my case.

Keep the Case open in Summer time also underclock & undervolt GPU. Portable AC is a Joke
