GU Clock Speed Fluctation

I just built a gaming pc and my graphics card will sit at 600 MHz and shoot up to 2200 MHz off and on. This happens when I start to play a game on my pc. My pc has awful stuttering and lag whenever I play games and some games will end up crashing. 

I've done about everything such as updating the BIOS and drivers. I'm also trying to fix the memory speeds that sit at 4800 MHz and can't get it to go any higher. (I've also enabled EXPO)

Maybe try disabling ULPS (Ultra Low Power State). I had a stutter in Forza Motorsport 7 yesterday, once every second or so, and disabling this setting in registry resolved it for me:

  1. Click Start - Type regedit.exe and hit enter.

  2. In reg editor, press F3 and type EnableULPS, hit enter.

  3. Double-click the reg entry and change value from 1 to 0.

  4. Restart PC.

I have a XFX 7900 XT. BTW, your part list came up as "Private".

I was able to follow most of your steps except when I had to change it from 1 to 0. All I get is a bunch of different files displayed after step 2. I saw there was two files labeled 000 and 001 but I'm not sure if that's what I was supposed to change. 

Also I changed the parts list so it should be public now. Sorry!
