The video is not playable for me. However there are notes in previous drivers with a known condition, that i think may have been fixed but i am not sure what version fixed it.

Known issue:
"Intermittent in-game corruption may be observed while playing Ghost of Tsushima DIRECTOR'S CUT with AMD Software: Adrenalin Edition™ Record & Streaming and HDR enabled."
Not sure what GPU you have so it may not apply to your directly but it may help
