Blue screen after update from Windows 10 to 11. GPU issues.

I get blue screen on start up from time to time. I need to wait until process finishes to 100% and PC restart. After restart everything is ok and PC works normal.
The error is: Error 0xA: IRQL_not_less_or_equal
Or previous blue screen sometimes stop code: INACCESIBLE BOOT DEVICE.
I had issue with GPU driver. Windows was replacing AMD driver with windows default drivers do to some error and I did force Windows 11 to stop driver update. From registry and system settings.  
PC works stable under heavy load and gaming on high settings and heavy load. I have no power saving plan and set up maximum power settings. I also applied dummy load in BIOS to exclude power issues. 
My drivers are up to date form official sources or if not Windows default driver.
Blue screen only occurs during start-up.   I have completed In-place Upgrade and Memory Checks and few other things. Did not find any issues. 

My set up: 
AMD Ryzen 5 5600X
Gigabyte B550M DS3H Motherboard - latest bios update, all drivers up to date from official Gigabyte website or Windows
Crucial RAM 32GB Kit (2x16GB) DDR4 3200MHz CL22
Cougar GEX750 80 Plus Gold 750W PSU
Crucial P3 1TB M.2 PCIe Gen3 NVMe
MSI Radeon RX 6650 XT MECH 2X 8G OC - latest AMD driver 23.5.2
The blue screen looks similar to this glitching screen do I am thinking is GPU.
