7900XTX weird graphical artifacts or glitches on new gpu and pc

Hi,
I've had this PC for half a year, barely had any time to spend on it, unfortunately, but hey I bought my dream PC.
I noticed these graphical issues along the way but always thought oh it must be the game (I mostly played short indies) or drivers, but recently I started noticing it in every game and it's a problem.
I'm not sure if these count as artifacts but I'll post videos I took on my phone, I also noticed them on Discord and sometimes Firefox.
First, let me tell you what I tried:
Different monitors, different cables, different resolutions, refresh rates, graphical settings, and different drivers, I installed a new Windows copy on my 2nd SSD and booted the PC there, just installed the newest driver and 2 games and the same thing. I ran OCCT, and all sorts of stress tests and benchmarks, but only occt 3d advanced gave me 24 errors in 1h test though but no artifacts anywhere.
What did make the artifacts disappear was running everything off my integrated GPU.... so my guess is it's something with GPU.
The thing is, I will return it and I'm afraid they'll just run the same tests and say nope it's fine, but I still can't play properly, like in Twin Mirror it was so bad and it froze my PC even.
Any ideas on what else I can try to make it come out or for the repair place to replace it with a new one 100%?

Bear in mind Warframe is shiny, but if you focus right to the right of the silos you'll see a white dot, sure it's just one there but in another game, I played whenever I entered the menu background that blurs originally would look like 16 bit through that blur and I know it would be going to these blocks. There are also a few other spots in that one Warframe vid but I'm just i guess trained to catch that now.
In tunnel one, you can see the white one pops up straight away to the left in the dark part and then more randomly later on... I don't have a lot of games installed atm but think this is enough.

In this situation I had game in background, where it also appears, but in discord it appeared on various places (got longer vids) and even without game in bg.    I had it at repair shop, they said its fine, tested, all good. I went there ran game and it appeared lol. Then it refused to appear anymore but at least they saw it one time. Offered to send to distributor in country but i didnt want to be too long without gpu and wanted to gather more proof because im pretty sure those guys would say its fine as well.   Now im bringing my old 1070 nvidia and gonna test with it in the system, if it all works fine just like with integrated card im gonna insist on new one and get lawyer if needed involved.  Also gonna try switching psu cables first but doubt its that.  Its really weird though, all the stress tests passed with flying colors, no artifacts or anything anywhere except in games at specific times or locations.  Like in kingdom come it just appears in cutscenes(ingame ones not video) and on black bars on top and bottom....   In the shop they ran furmark for 10 min at rage mode(overclocked) and it was super stable, temp fine...

Underclock didnt fix it, I tried everything I could think of, it just happens in various games and various times and it's hard to reproduce except in 2 cases I found and even then its not always.   If i RMA it they'll return it as it passes all the benchmarks and stress tests without issues... i even tried old gpu and it works fine just like integrated, no issues. I'll just keep testing games I guess and see where I can reproduce it so I can point it out to them at the store because now one of the games is mmo and in other it just shows in menu. And I wanna be 100% sure because when I send it I'll be out of gpu for a while.

Here's an update with everything I've tried before and recently, in no particular order. If anyone has any idea what else to try let me know. I plan to keep trying new games until I find enough where it happens consistently and then I can send it back because all the stress and benchmarks are fine.

 

Tried integrated GPU and older GPU card I have (nvidia 1070) no artifacts

Tried HDMI 2.1 from PS5

Tried two different dpi cables and 2 HDMI cables

Tried 3 different monitors(or well 2 plus tv)

Installed fresh win11 without anything and tried there

Freshly installed various drivers

Underclocked

Overclocked

Tried all the stress tests and benchmarks I could find

I even recorded in-game footage and it shows these artifacts in the video

Tried different resolutions in-game and in Windows settings

Tried different refresh rates

Fixed card sagging

Expo (for RAM) is disabled in bios

I don't have another PCIe port to test, or I do but gpu can't fit there

Removed drivers through DDU between testings

No remaining PCIE cables from the PSU but no place to plug it in in PSU even if I had it

I switched cables around a bit inside between things

It might have worked in the end when I tried running it without any drivers but the game was so choppy and lagging I couldn't test more times and CPU was maxing so maybe it was running off it.

Installed the driver only from March 2023, for a moment I thought it worked but after a restart same old, not to say the restart made it worse it's just that it's not consistent.

I reinstalled the newest drivers

Overlock and underclock didn't help from either afterburner or amd software, same with some gaming profile t hat does things.

Can't run memory clock under 2500

 

As for the games, I haven't really been playing much but I did notice it originally in Honkai Star Rail, which is a mobile game and I thought oh it's flashy and unpolished maybe it's just the game and it wasn't much and at random places.

Later, ESO - older mmo it would show up a lot and in all different colours and places.

Wanted to play two mirror but noticed it right away in the menu, noticed it in the game too but it's a bit more discreet there.

Started playing kingdom come deliverence and it only shows in certain cutscenees and just in a black spot above the cutscene though I think it went down a few times as well.

I noticed it in discord as well but this might just be down to hardware acceleration there.

Warframe I just ran once to test and I could see it popping up here and there when paying attention to it.

 

Oh and this is how the card is powered, it's not dusty or dirty the camera just went into night mode and messed up the colors.

uninstall Nvidia and AMD drivers using DDU, then reinstall 24.2.1

What make/model of power supply are you running?

Are you running and cable extenders INSIDE your case? .. ie .. PCIe riser cable .. power cable mods .. etc

Make sure your motherboards BIOS is up to date

Make sure you have the latest AM5 chipset drivers installed from AMD.com

Check for firmware updates for your SSD's (not going to help with graphical glitches, but good to do regardless)
