7900 xt poor performance

i built my own pc recently and i have been getting far worse performance compared to others with the same GPU and CPU, some cases 6000 series cards will perform better. i am generally getting 3/4 the performance of others and can get as bad as 1/2 the performance. example in time spy i get 100 fps in the graphics test compared to others 140-130 fps. minecraft rtx others 100 fps while i am getting 30-40, shaders in java are about 3/4 of other peoples performance with the card, and in many games i usually experience 3/4 performance and can be  as 1/2. also i do have valorant installed if vanguard causes that kind of drop let me know. i have tried tons of solutions, many forums and even youtube tutorials, i cant seem to figure out what is causing it and thus have not been able to fix it.

thermals on load are generally below 75c
timespy scores:
overall 15000 avg for the hardware i have:~20000
graphics score ~19000 others ~2500

  • Make sure you are not vsync limited
  • Rebar is enabled
  • pcie v4
  • When comparing scores, memory speed comes into play for amd, so those higher scores might be with 4000 or higher speed memory
  • Monitor GPU usage which should be 99% - 100% during test, if it is less, than you are cpu limited
  • Obviously, make sure something isn't frame rate limiting you like afterburner, chill, FRTC
