5700 XT FPS drop when connecting two monitors

Hey. It seems that the FPS drops when I connect a second monitor. For example, on the desktop, I just move the window and everything is smooth, but if I display YouTube on the second monitor, the window on the first monitor moves jerkily (smoothness disappears)

Same problem here with the same motherboard and same monitor setup. 

Did you ever find a solution?

No, the problem is not solved, I think with the support of their customers as here. I will make my next choice in the direction of Nvidia
