My ENVY x360 doesn't do this. This is usually controlled by your power plan in the operating system. On Windows 10, search the Start Menu for "Power Plan" then, select the Active Power Plan. Go to the "Change Advanced Power Settings" and then choose "Processor Power Management." Adjust your Minimum Processor State and Maximum Processor State for both Battery and Plugged in. Choose 5% for Minimum on both Battery and AC power. Choose 100% for Maximum. For Cooling Policy, choose Active. These settings will allow the processor to Turbo to full clock when needed, and scale back when not needed.
