What is causing this very poor performance on desktop? (Windows 11, 7800x3d, 7900xtx)

Hi.  So I built this system about six months ago and it's been nothing but stress ever since.  I am constantly trying to fix this issue I am having with no solution that ever seems to permanently fix it. 

 

The issue is some sort of weird low fps or something on my desktop.   For example,  when I am scrolling the start menu or something like the settings app or other apps such as adrenaline or discord then it feels extremely laggy.  I can see it too in the start menu when I scroll down the list of apps it's just very juddery and stuttery and looks and feels awful.   I can fix the start menu lagging however by enabling the AMD metrics overlay.  Then it's smooth as butter, so is the settings app.   Adrenaline and discord and other apps will still feel laggy sometimes stutter while scrolling and sometimes there is issues scrolling smoothly on Edge too.  Why does having AMD metrics overlay on smooth out my start menu and settings app and why doesn't it do anything for other apps or edge?  Notepad and task manager are also effected.  Pretty much everything.  Even in games scrolling menus is not quite right either or moving ui elements around the screen.

I have tried so many things in an effort to fix this.  It's driving me mad.  I spent 5000 dollars on this system and it runs like such crap.  Gaming most of the time is excellent but for just using my desktop or browser or anything it's such a headache and not a very good experience at all.

 

Some of the things I have tried are disabling ulps for the gpu,  disabling the igpu, tried shader cache optimized vs always on ,  tried mpo on / off , tried disabling ftpm , tried disabling core isolation ,  tried multitude of gpu drivers.  I tried with hags on and off and optimizations for windowed games on and off and game mode on and off.  Tried the enhance videos option in windows 11 on and off.  I tried fully disabling the gamebar and uninstalling all xbox related apps. Tried with freesync on and off through adrenaline and on the monitor. I tried balanced and high performance and game turbo power plans.  I tried putting it back to balanced and then using balanced or max performance power mode from windows 11 setting.  In the bios I have tried AMD expo 1, 2 and tweaked,  tried pbo on auto and enhancement lvl 2 and lvl 3 , tried reseating the ram and gpu.  I'm sure there is more I have tried too that I can't remember at the moment. Oh, also my bios is fairly current I have one from about a month or so ago.   Oh and I have also reinstalled Windows about five times. I have tried from the installation usb and I have tried with the reset system thing within windows that downloads a fresh copy.

 

I can't even find any other information really online about stuttering or laggy start menu like I have.  I feel like if I can fix that then the rest might fix too.   

 

Another issue I have that I feel is related is how much awful motion judder I get when watching any sort of video on Youtube or Netflix or Disney  on my browser or even videos I download and try to play on media player or VLC.   I have tried different settings within the browser and media players and adrenaline and nothing seems to help.  I like to watch a lot of stuff on my computer and this is killing it.  It almost makes me feel sick to try and watch because of how bad the juddering is on everything in motion during a panning shot horizontal or vertical.   Even just people walking across the screen judder like crazy it's impossible to focus on anything when it's like that.  But like the strange start menu lag though sometimes it just works fine and there is zero judder at all even on the same videos where there was some before.  

 

The funny part is, sometimes it just works , and it will be beautiful.  No more scrolling issues in start menu or any app and no more judder in any video. Windows will just feel snappier in general, opening and closing things will be faster too.  Then sometimes it will last a few days and then go back to crap again.  I also get so many random blue screens on this machine.   Never when playing a game, only when just sitting at the desktop or browsing internet or when rebooting sometimes on the shutdown or the startup side.  Gaming for the most part seems fine however I do notice some micro stutter in some older games that really shouldn't be there sometimes.  Also I'm not sure if this is normal but if I set the refresh rate to 120 or 60 via windows display settings then it's horrible in everything.  Especially on 60, it feels like 30 used to on a 60hz monitor. There will be so much lag and blur it's unreal.  The only reason I try setting the refresh to 60 or 120 sometimes is to help with the videos juddering but it doesn't.  Also there are some games that only run at 60fps and they look and feel like absolute crap on here.  Isn't freesync supposed to help with that?  I notice it while gaming too for some games if the fps drops below 120 or below 100 and heaven forbid to 60 because then it's awful.   Maybe it's true and I'm just used to 144 now but it doesn't feel right to me.  Besides that, it should be smooth at 144 default, which it is not.  

 

I keep all my audio and video and chipset drivers updated and windows updated and I have tried different presets in Adrenaline like default, balanced and rage and I have tried the other profiles for graphics settings like default and quality and custom.   I have tried about 10 different video drivers.  They all act the same however one difference is that if I use one from 2023 then the AMD adrenaline software is waaay more smooth and responsive.   Currently I'm trying the latest one that just came out a few days ago.  24.9.  

 

If anyone has experienced this same thing and ever found a solution please tell me because it's so soul crushing.  Or if you have any ideas for things I may not have tried yet I am all ears.  Please help me.

My Suggestion?  Ditch Windows 11 and install Windows 10 Professional.  Windows 11 is absolute garbage.

Is it possible somehow to get Win10 through Microsoft if all I have is a Win11 Home key?  There is supposed to be the 24h2 update coming soon which will be like a whole new operating system I think and not just a souped up version of Win 10, If I understand that correctly.  I'm trying to hold on for that to see if it changes anything.

I'm fairly certain that if you have WIndows 11, you have the ability to roll-back to Windows 10.
