Stuttering issues with 5500XT

Hello,

I've recently (four months now) gotten a gaming PC. It's served me with no issues for the first month or so.
Back when I first got this computer, I started playing Genshin Impact (Around September-ish). There was a month pause of not playing for me to come back to a consistently stuttering game. I kept playing with and using my computer normally since with no other issues but that, thinking it was the game's problem, however, yesterday I installed GTA V for the second time (worked fine the first time and which I also played back around September/October), to see the same thing happening here too.

Considering the time gap of me not playing the said games, I've grown the thought of this being a software issue with AMD Adrenalin.
I've tried reinstalling all of my drivers, changing all the settings up in both games and the AMD software, played around with FreeSync, yet, no luck. Turned off all the Windows junk such as Game bar as well.

Now, it is possible that the stutters between the two games are different, which I'll let you judge with the two videos I've made with clips of said stutters (Captured by ReLive).

As for my specifications (Not pre-built):
RAM: 1x16GB 2666mhz (I'm thinking of getting a second set of 16GB ram over time, if that's the issue)
CPU: Ryzen 3 3100
GPU: Asrock Challenger RX5500 XT 8GB OC
PSU: Njoy Titan+ 600W
Motherboard: Gigabyte A320M-H

Monitor has FreeSync and is 144hz, an Asus KG241Q.

Side-note, I've recently (five days ago) bought a second SSD because my M.2 one only has 256GB, so it's definitely not an SSD problem as this was an issue before I even had a new one. If you're wondering, both games are now on the second one.

Another side-note, the only two things I've tempered with so far is changing the power plan options (From AMD Balanced to AMD High Performace (Also changed back to Balanced for troubleshooting now)) and changing my fan curve a tiny bit.

I've been troubleshooting a lot, even before I installed GTA V again, focusing mostly on Genshin Impact, with once more, no luck. So since my problem was so oddly specific, I got tired of waiting and decided to write this up.
If you have any more tips I could try, I'd be very appreciative.

maybe do a fresh install of Win10 20H2

maybe disable HDCP support

I also have this problem, my configuration: Ryzen 3 3100, RX 5500xt 4gb Asrock. so far fail to resolve

1. clean driver with DDU - reinstall it
2. disable freesync, gpu scaling and virtual super resolution
3. use DP instead of HDMI
