I know that my processor is not top But 15 fps in World of Warcraft Lich King is awesome.
Updated all drivers, all settings low. What is it.

You shouldn't be getting that kind of performance, check this guy with a R5 1400 and a RX560.
Maybe you should start by removing everything driver related with DDU and then install the driver again.
You can also reset BIOS to remove any weird setting that could possible harm performance and re-enable just DOCP/XMP.
Check your OS with SFC /scannow, you could have a problem there too, maybe resetting windows if you have everything backed up. Check for malware, viruses too.
I don't have much but to give you but maybe you can do a bit more troubleshooting too to help us helping you.
You didn't mention the power supply and AMD recommends 500 watt. I am assuming you have at least that.
I use BC uninstaller instead of DDU. I think it does a little better job cleaning out the bulk crap that a lot of software leaves behind. From your posts it sounds that you have uninstalled the drivers and reinstalled them and still have the problems.
Try reinstalling your chipset drivers as well.
Start your Adrenalin software and check your graphics settings and try reducing them and see if that helps.
Just some info now. I still run Age Of Empires II -Conquerors-Forgotten Empires on a Ryzen 9 3900X and RX 5700 XT. Guess what; I don't get any FPS reading on this game. This machine runs Unigine Heaven at 176 FPS, Unigine Valley at 189 FPS, and Unigine Superposition at 121 FPS. Now AOE 2 runs fine with everything at max and I just take it that this game has a software glitch that Adrenalin software is not compatible with. So I don't worry about it. I also run AOE 2 on a Ryzen 7 2700X with no problems. With the 2700 I did encountered a problem with the concept that it is a Gen 2 CPU and the chipset. I have a GAMIX S70 NVMe 2.2280 SSD on this system capable of over 7000MB/s read and over 6000MB/s write speeds, but with the Gen 2 CPU the PCIE slot drops back from a PCIE 4 to a PCIE 3 which is only about 1/2 of PCIE 4 bandwidth.
Are you experiencing any problems with the game lagging or visual effects. If not, it may just be a similar problem.
Power Unit 650 Watt. I reinstalled all drivers chipset, BIOS e.t.c. I checked in other game, all normal.

What do you get when not in such a busy area?
RX580 should still be hitting far higher, I used to set my fps to 100 with mine and R7 1700..
In the char screen before entering the game, open settings advanced check your fps setting..
What is your broadband connection like?
I would say if it's only in busy areas then it's a server problem or connection to the server..
I played WoW from the start and in busy areas back then it used to lag like mad..
It was so bad it used to freeze and then you were dead..
Is your ping to the server good?
In game hold CTRL and hit R, your fps will be shown onscreen..
Try disabling 'Game Mode' in Windows...then reboot. Game mode has a history of causing these type issues and is why most people have it disabled.

It could be that Windows 11 is not playing well with that CPU because it's not supported, but that is an outside chance..
Was it ok on Windows 10?
