Should I Upgrade from Rx 480?

Price range 500-1000$ anything that will not have screen tear lag and no fps drops what so ever! thanks! also my rig is a Windows 10, 64bit CPU Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz 4 Cores!

No you should not. Not only is your CPU too slow to feed a high end GPU, but both nVidia and AMD will release new GPUs this year which should be -much- better than the current generation with both touting 40% performance increases.

I agree the I5-7400 is underpowered for an elite video card. Even more recent processors from Intel are not very powerful. Best bet is to stick with the RX 480 which is still viable for 1920x1080 gaming.
