Without knowing what it's intended for and your budget we can't tell you, but we can tell you that it's not really a great idea to use an APU with a dedicated GPU since you're just wasting money on an iGPU you won't use.
I agree the OP would better to go with a 3600x processor and whatever GPU they can afford to pair with it. I would not recommend and APU nor 4 core processor for gaming at this point.
