should i change my amd card to rgb full or limited for a samsung uhd 4k tv and what setting should i use in hdmi black level low or normal or auto

FUll RGB should provide the best colour quality. 

As for the HDMI Black level i recommend trying them all to see which looks best to you. If you are not sure, use Normal or Auto.
