I am trying to claim warranty for my graphic card rd 550 but rma page not working since last week

There is no AMD rd550, also if your card is a partner model (e.g. asus, msi, etc..), warranty is handled by them (not AMD).

While that may be true, the RMA portal being down is an issue. I need to rma a 5950x, and can't because I get the same issue.
