I bought AMD Radeon RX 6750 XT that acording to their website (https://www.amd.com/en/gaming/featured-games/starfield.html) I should get premium version but instead I got standard...

Is this normal or bug?

based on the information you have given yes, you should be getting a premium version. what CPU do you have? maybe it confused the hardware verification step somehow? (also maybe dumb question but, like the card was plugged into the computer during verification right? )

either way i would email AMD support about it.

I did email them and received an answer saying that the code was from the gpu (so no way I redeemed the cpu code by mistake) and said that the gpu is from standard version not premium, so Im a bit confused now :S

I have the same problem I have the 7900 chip and got the same email but a standard key...
