Question about Starfield Promotion

I know this has been asked several times, but I'm just looking to clarify one point.

https://community.amd.com/t5/gaming-discussions/question-about-starfield-bundle/m-p/617747#M27247

In this post, a user asked if they purchased both an AMD GPU & CPU would they get 2 copies of Starfield, one of which they could give to a friend.
An AMD community manager responded with what seemed like a positive 'yes that should work' response.

However, there is language on Amazon and Newegg that states that 'This promotion requires you to have your AMD [Ryzen CPU] installed before you attempt to validate your code'.

So, this is what leads me to question: are the promotional codes being hardware locked? If I bought both a GPU and CPU, and received two copies, how could I give a copy to a friend if it requires the hardware to be installed to redeem the code?

Any help is appreciated to help quell my paranoia! Thank you.

you have to download the product verification tool. input your code then link your steam account before it gives you a verification code.

And the Product must be installed on your system.

That thread was, 'bought graphics card for a friend', so friend would be installing the graphics card and redeem code.

Game is tied to steam account used when claiming.
