motherboard OR video card problem ?

hi.
first my setup is

gigabyte x470 aorus gaming 5 wifi
amd ryzen 7 2700x

gigabyte amd rx 590
m.2 XPG ssd

samsung 860 evo

so i'm not sure at this point if its my motherboard ( probably chipset related ) or my rx 590...
i was with intel before...

i never had any trouble like that. and trust me i had almost all weird minor computer trouble in my life in 20 years

also i tried gigabyte support... but you know it huh.. good hardware , very very very terrible and slow support. still waiting confirmation email from gigabyte rma website since 6 days...


i've reinstalled windows about 15 time since then...
tried ALL amd rx 590 drivers since its release to the latest ( 20.2.1 ) from both gigabyte and AMD site.
also tried 3 different driver for rx 580.
tried 5 different motherboard bios.
different amd chipset driver version 

different amd ryzen master

the only fix is to reboot the system and hope i can do something for mroe than 5 minute before it start again.

lets go for the symptoms

with my rx 590 :
logitech g29 wheel setting in-game reset each time i plug it in

same apply for my xbox one wired controller
same apply for my arduino leonardo

msi ds100 gaming mouse software on on screen when i plug anything usb ( back and front usb )
NZXT cam turn all white

games ( american truck simulator , assetto corsa , project cars , gta v , red dead redemption 2 , satisfactory , life is strange , farming simulator  ect ) start to lag hardcore out of nowhere ( still 60+ fps but frametime  go to 50-90 ms ) so it feels like 10 fps

windows 10 itself start to lag hardcore out of nowhere ( still 60+ fps but frametime  go to 50-90 ms )

also lag out any video playback ( on my NAS , on youtube , on netflix , anywhere )
my xpg m.2 ssd RGB leds turn off then on again when i plug anything usb.

with my old gtx 960
NONE ( all work as it should , even keep my wheel/controller setting ingame )

with my brother old gtx 970

NONE ( all work as it should , even keep my wheel/controller setting ingame )

with my brother new gtx 1660 Ti
NONE ( all work as it should , even keep my wheel/controller setting ingame )

when my brother run my rx 590 , he get no lag or no problem whatsoever
( msi tomahawk z390 + intel core i7 9700k )

on my msi b360m 
not tested yet but i will soon. i'm sick and dont want to destroy anything.

i know it look like its the video crad but it can be many thing else... and it work fine on other system....

probably fixed even tho i got no help at all...
i unbent the back case panel ( rear , where the usb hdmi and all the rest are ) 2h after i post the first message here.

the problem was my case ( nzxt h440 ). the rear panel was a bit bent , like all mid/high end case end up ( low end are soft so then bend at other palce ) , and was making bad contact near the "front" of the gpu on the pci slot.
i dont know why it is so wrong with only gigabyte card but all other i tried wasnt giving any trouble.

after searching alot on most high end case problems , i made up a list of case that seems to end like that , just in case someone ever read this and have the same problem.

lian li : ALL the metal cases

nzxt : h440 , h700i , h200i

corsair : obsidian 800d , graphite 600t , graphite 780t , carbid 270r
Be Quiet! : Silent base (all ) , dark base ( all )
Cooler Master : cosmos c700p , and all thier low end case


there is probably more , but its what i read online. there are at least 5 of each case with the same issue so we can conclude its a known problem on these cases.
