I assumed you meant the 970 evo plus so compared that to a similarly priced Optane.
I would go for the 970 evo plus between the two of those.
It gives much more storage for the money.
While the Optane drive is faster overall it lags behind on the sequential read and write speed so would be slower loading large graphics files (I'm assuming the files are large)
In normal windows operation you aren't going to notice the difference between the drives,
