i have a amd radeon r9 200 series and for some reason when i try to download the AMD driver it wont let me install. My goal is to get the Nvidia control panel but the AMD version

You didn't specify which R9 card you have, but these drivers for the R9 290X should be compatible.

Note that the last driver supporting this series of cards is from June 2022.
