Encoding problem

I am experiencing an issue with streaming and recording using both OBS and AMD Adrenalin. The recordings and streams are blurry or stuttery, which seems to point to a problem with encoding. Despite trying different settings in OBS and Adrenalin, the issue persists. All other performance indicators show no problems, and my PC is more than capable of handling the workload. Could it be a software or driver-related issue with the encoder? Or different problem?

Which encoding format are you using?

I have notice several Users opening threads concerning OBS software.

Try using a previous AMD driver and see if the issue still continues. Possibly the latest AMD driver may have some new feature that isn't fully compatible with OBS software: https://www.amd.com/en/support/downloads/previous-drivers.html/graphics/radeon-rx/radeon-rx-6000-ser...

Under AMD Search input just  OBS and you will see many OBS threads concerning encoding

I’ve tried streaming and recording both through OBS and Adrenalin Software. I tested encoding with both the CPU (x264) and GPU (AMD AMF), but at a bitrate of 7,000 kbps, the video looks bad, and the image stutters. I’ve also tried using older drivers and even reinstalled Windows multiple times, but the issue remains the same. Has anyone found a solution or has any suggestions on what to try next?
