does amd a9 9425 better than i5 3210m

i already have i5 3210m, with intel family 4000 gpu , and 8 g ddr3 ram 

plan to buy the hp15 a9 9425   radeon graphic 4g and 16 giga ddr4 ram 

is it better or not ?
