Hello? Recently undervolted my ryzen 7 5800x by .05 because I was having high temp issues. Everything is okay and the cpu is running fine at better temps. But cpu clock speed is remaining at 4375 mhz consistently. Always. Never fluctuates like before. I was wondering if this is normal behavior? And more importantly is this safe?

Undervolting alone won't.. or, shouldn't keep your CPU from boosting. Have a look if you didn't disabled anything by mistake.

How did you undervolted? A fixed value? Then yes, you maybe hitting a wall.

Either do it with negative offset or curve optimizer.
