Configuring AMD Adrenaline Graphics settings by Command line or script

Is there anyway to do this? I want to configure the Frame Rate Target Control (FRTC) setting via commandline, or some other method, so I can dynamically adjust my FRTC from 144hz to 60hz when I am streaming with moonlight.

Is there any solution to this? I know people recommend using RTSS for this, but I wanted to use the AMD solution since its already setup on my pc.
