I'm trying to checkout a rx5700 xt and it keeps saying that the payment isn't authorized. Is anyone else having this problem?

Are trying to pay for a GPU purchased directly from AMD.com or from a Retailer/Vendor?

If from a retailer/Vendor, they are the ones you need to contact not AMD.

If from AMD you need to give more information than the very little you posted.

The only two cards I see that you can buy direct from AMD are reference edition 5700XT and 5700 cards, neither of which you should buy as they are exceedingly hot and loud. You should buy custom cards from the AIBs (Sapphire, XFX, etc...) from retail (Best Buy, Microcenter, etc...) or etail (Amazon, Newegg, etc...) stores.
