Best way to limit my framerate in mid-2024?

I found a lot of old reddit posts on this topic. Many of them discuss Radeon Chill, FRTC, RivaTuner framerate limiter, V-sync etc, but I'm afraid many of those discussions may be a little bit outdated. What would be the best way to do it for the smoothest experience with smallest latency nowadays?

I'm using a 144hz freesync monitor and I got an RX 6700 XT

Additional bonus question - how to approach the same problem with FSR Frame Generation turned on?

I've never had a problem using Vsync personally. Others have reported issues in specific titles. Particularly eSports titles when graphics quality is purposefully set low in order to maximize frame rate. Maybe an explanation of purpose behind your question?

Also you state a refresh rate (144Hz) but no mention of resolution or quality or game titles, to make a determination whether a RX 6700 XT would even benefit from a frame rate cap, much less enabling FSR.
