3 (yes three) FPS in Elder Scrolls Online with this build!

I just built a new PC, with a ROG-Strix B550F MB with AMD Ryzen 9 3900x, ROG-STRIX Radeon RX 5500XT video card, and 32 GB of RAM. I have a 2 TB NVME SSD drive. The build went seamlessly, installed fresh new version of Win 10 Pro off USB, NIC drivers from USB, and then all other updates fresh off the web including BIOS, chipset, AMD video drivers.

I then installed Elder Scrolls Online from scratch.
I AM GETTING 3 (three) FPS at medium settings.
I'm thinking something is wrong? ROFL

I tested the video card with the stress test AMD has built in - nothing flagged. I tested using UserBenchmarks: here's the results.

UserBenchmarks: Game 56%, Desk 91%, Work 66%
CPU: AMD Ryzen 9 3900X - 85%
GPU: AMD RX 5500-XT - 59%
SSD: CT2000P5PSSD8 2TB - 434.1%
RAM: G.SKILL F4 DDR4 3600 C17 2x16GB - 76.3%
MBD: Asus ROG STRIX B550-F GAMING

Does anyone have ANY idea? I've been building computers for years and I've never seen anything like this.
