This is an incremental advance for Ryzen anyway. People forget that Intel had to abandon their famous 'tick-tock' method of processor release. (new process, tick, optimized process, tock) Now they're doing a double round of optimizations on the same process so it has become tick-tock-tock.
This Ryzen release is a bit odd in that AMD is doing a small process shrink going from 14 nm to 12 nm. That really isn't a huge difference, and since they're moving to a new process instead of optimizing the 14 nm process it leaves less room for improvement. The important thing is that AMD processors are once again relevant, and because AMD is a fabless processor company, they can go with whoever has the better process. (with a slight handicap because they have deals in place with Global Foundries that go back to the fab spinoff.)
