Rx 6800 xt not booting in x16 slot

It works in the x8 slot but with not very good performance. My rtx 2070 works fine in the x16 slot

Just an update I've done some further research and on my lunch break I went home and changed the x16 slot from pci gen 4 to pci gen 3. I got a successful boot and it didn't crash in rdr2. Will do further tests when I get off of work in a few hours.

Mainboard driver updated?

Chipset driver updated?

Nvidia driver totally deinstalled?

Yes to all 3. Updated bios, chipset driver, and uninstalled the old drivers completely with ddu. I think switching from gen 4 to gen 3 did the trick although I am getting worse performance in destiny 2. I assume it's just a bottleneck as d2 is not very gpu dependent.
