My Laptop's RX560x can get up there in temperature. Hot enough to burn you if you touch it.
Like benman2785 Said, "It's a laptop". Some laptops have better cooling than others, but you are limited by the small package and the fact that you won't be having lots of heat pipes to take the heat away from your GPU. I have one big Heatpipe that is shared between the CPU and GPU, and an extra small one that is only used by the GPU.
Changing Thermal paste is always an option, but that requires disassembling your laptop, then reassembling it.
If you are mad at temps, turn on chill, and adjust the settings
