i have been dealing with this problem for 1-2 months and everything i do just doesnt fix it, lol is unplayable and i cant do anything about it. Is there any way i can try that may fix it? ty in advance
What are your system specs? (what OS, graphics card, motherboard, processor, how much ram, PSU, HD space, etc. ) without more info, your question is impossible to answer.

same GPU and almost same CPU (min is not "x")

you should try with a different video card....or very old drivers (even if latest ones are causing the same problem to me)
after some settings now my game doesnt use 100% cpu but after some time the screen is flickering and i cant fix it
That's a hard one to troubleshoot without having the system in front of you. I'd say go into apps and see if there is anything you installed around the time the problem started. If there is, I'd uninstall it and reboot then try LoL and see if the problem persists.

If there is a difference in performance between when you first start the game and several minutes in, I'd suspect some kind of cooling issue. Download and run a monitoring software like HWinfo and keep an eye on it. It will show you the current, average, and highest temps for your cpu and gpu. Plus other things like voltages, etc.
