2. buy a good Cooler (like Hyper 212 Evo AM4)
3. OC your APU to 4x 4.1GHz (maybe you get 4.2GHz)
4. get your Ram running at XMP
5. OC your RX580
btw - there is NO NEED to do the trick i posted for you - your Hardware is strong enough for good results in 1080p! (all games in High or better)

dude - there is no need to do stuff for increasing fps - with low-med settings you will have high fps in any game!
if you would play on your iGPU you could consider http://benmanshafen.de/downloads/ReSwitch.7z
that would allow you to switch settings for some games to low or ultralow (you can add them from Low Specs Experience – RagnoTech™ Software Solutions)
i fixed some resolutions and added batch so you dont need to install his launcher
the Resolutions i added (per batch) are good for most 16:9 notebooks and screens
but as i said - YOU DONT NEED THAT WITH YOUR HARDWARE!
you can try to get better results with your APUs iGPU (so you wont use your RX580)
