Nice work. 
I am not into watercooling unless it has an AIO and radiator and fan though. Have you thought of doing that?
I bought a mit condition  XFX R9 390X black a while back, which is pretty much a 290x with 8GB of RAM. 

It isn't a bad GPU actually, especially since I purchased it for 80...  versus at least 150 for a good condition R9 Fury X.

Do you see much performance boost over standard cooler?

Sure

with stock MSI cooler : Core 95°C alltime with core throttling

                             and VRM near 100°C

and with Morpheus II : Core temp 53°C

and VRM 62°C.

i forget driver version is 19.12.1 ( adrenalin 2020 version with new UI is buggy in my windows 7 )
