1. if you play in 4:3 there is NO WAY the AMD driver can strech your stream to 16:9
1b. so if you use AMD ReLive for streaming you will always have black bars when trying to stream/record 4:3 for a 16:9 plattform
2. you can use OBS and stretch the 4:3 to 16:9 - but it will be distorted
2b. with OBS you wont be able to play "Prime" - because Valve wont allow 3rd-party hooks (and OBS uses a 3rd-party hook to capture your game)
