I have seen this posted a lot on the forums with no real working solution, I have had this problem even since after doing a complete wipe of my entire system and OS.

I currently have an RX 480 with driver version 18.2.3 installed

Please, can this be reported as a bug to AMD somehow as it seems to have been going on for years!

Because neither of these links work in the application either. I have managed to get to that contact form in your post though and have submitted a report to them. If I ever get this resolved I will mark your answer as correct.
