Windows cant load correctly with apu drivers installed

Basically what the title says, windows will only load correctly if i go into safe mode and uninstall the driver.

I already tried doing a clean install of windows, installing the drivers through windows updates, downloading it through the site, using the amd cleanup tool and ddu to delete any old driver that could be messing with the download, using sfc and dism to check windows files in safe mode with the driver installed, to which neither found anything wrong with the system, but in all cases, as soon as i get out of safe mode, windows will black screen in the loading screen(the screen with spinning dots) then restart one or two times before going to the recovery environment. The only way of getting out of WindowsRE is going in safe mode again and deleting the driver, but then the performance gets pretty bad, im afraid the integrated graphics or the apu is dead, but both seem to work fine without the driver, besides the bad performance on games.
