When you turn on the game, you can see in the pop-up overlay that AMD Fluid Motion Frames is enabled, although in the game settings amd software adrenalin edition shows that it is disabled, but in fact it is enabled.

I am having the same issue, when I first start a game AMD Fluid Motion Frames is activated (although I chose to deactivate AMD's fluid motion in the driver's settings), this is bad since I set a frame limit in-game to reduce power/heat, but when fluid motion is active my GPU ramps up any way.

My temporary solution is to just quite the game and start it again, AMD fluid motion should be deactivated the second time you run the game.

If my PC goes to sleep/hibernate or restarts, i have to run the game, quit the game and then start the game again to deactivate AMD fluid motion.
