Try using the Windows Install/Uninstall troubleshooter to clean up the Chipset installation. Download and run here > https://support.microsoft.com/en-us/topic/fix-problems-that-block-programs-from-being-installed-or-r...

Also make sure your OS and then your Motherboard BIOS is up to date.

Then try and reinstall the latest Chipset driver from the AMD website.

If the usual troubleshooting, like uninstalling your current chipset driver and restarting your PC, doesn't work, a workaround for it is to install the driver through the command line by navigating to the folder and running the executable. ... You can download the 64-bit Windows 10 AMD chipset driver 2.03. 12.0657 here.

What processor are you using? The power plan is not required for Ryzen 5000 series processors.

Ok I've just updated everything via the Chipset Installer AMD
There is always a new version available on Dragon Center that fails though. But if AMD tells me it's okay that's good for me
