settings for Radeon VII for 3840 x 2160 30Hz output on HDMI 1.4a

I have bought the following system to do 4K UHD video editing with BlackMagic DaVinci RESOLVE (NOT for gaming)

Motherboard:  MSI  MB-MEG-X399-CREATION

CPU:  RYZEN-2950X - 16 core

RAM:  KINGSTON HYPERX 32GB (2X16GB) DDR4 3000

GPU:  SAPPHIRE RADEON VII DirectX 12 16GB

Drive: SAMSUNG 970 PRO 1TB NVMe M.2

OS : Windows 10 Pro 64 bit (updated).

For a display I have a Seiki SE39UY04 39" which can take 3840 X 2160p 30Hz into its HDMI 1.4a.  It was plug and play in my old intel quad core PC with a NVIDIA MSI GT740 Windows 7 and Windows 10  -  extremely sharp desktop image from screen edge to screen edge with the Seiki's 3840 X 2160 native resolution (sharpness set to 0).

The first thing I did with my new PC last week is update Windows 10 pro 64 bit and uninstall and then install the latest Radeon Adrenalin driver (1-9-2020).

I have been unable to get the Radeon VII to output 3840 X 2160p 30Hz into the Seiki HDMI 1.4a.  It insists on 1920 x 1080 which results in a poor picture.   I've tried the Radeon VII's HDMI and DisplayPort outputs.

1.  Do you have suggested settings for the 11 parameters in AMD's Adrenalin to make the Radeon VII work with the Seiki's 3840 X 2160p 30Hz HDMI 1.4a UHD?
(I've tried:
resolution and timing display at 3840 X 2160,
Refresh rate at 30Hz,
Presentation Progressive
Various Timing standards
G. refresh rate 29.999 Hz
But the remaining 5 parameters are a mystery to me.
All I've ever gotten back is: display not compatible with settings.
If Adrenalin can tell me my settings are not compatible, surely it must know what settings are compatible.  Why doesn't it tell me?

2.  Resolve recommends a 2nd "utility" GPU for the UHD monitor, using the Radeon VII for the Resolve heavy duty video processing.  Does AMD have a utility GPU capable of outputing 3840 X 2160p 30Hz into the Seiki's HDMI 1.4a?  Resolve does not support mixing AMD and NVIDIA GPUs.  #
