Radeon ReLive not using GPU encoder, CPU encoding only

Problem is in the title. Radeon ReLive is not GPU accelerated on my computer, but is only using CPU encoding. Having the Instant Replay feature enabled results in a perpetual 25-30% CPU utilization on my 5600X by the Windows Camera Frame Server process. This kind of continuous massive CPU overhead makes ReLive unusable. How can I make ReLive use my AMD GPU hardware encoder?

Relevant system information:

CPU: 5600X

GPU: 6700 XT

RAM: 32GB 3600 MT/s CL16

AMD Driver Version: 23.3.1

OS: Windows 11, fully up to date

MOBO: Asus TUF Gaming X570-Plus WiFi, BIOS version 4403

For context, I can use GPU encoding perfectly fine in Handbrake or OBS. Screen recording in OBS with the AMD Hardware encoder works perfectly with no noticeable CPU load. ReLive is clearly only using software encoding. If memory serves, this was not an issue on my RX 580.

I've heard that turning off CPPC cores in your bios can help. Tho I'm trying to figure out how to make my Relive encode with cpu, cause my cpu is much more powerful than gpu.
