Radeon Pro W5500 not booting in PCIE4X slot

This might be too specific to troubleshoot, but I have a Dell Radeon Pro W5500 and I'm trying to get it to work in a Gigabyte Z390 Aorus Pro Wifi motherboard. It works in the second PCIEx16 slot just fine, but it's too close to my 5700XT, and I just want to use it as a secondary card for more monitors and encoding. The lower slot on my board is a PCIEX4 slot (with PCIEx16 dimensions) but my system wont boot when it's in that slot.

If I remove my second NVMe SSD it'll boot in the lower slot. When I install that SSD it drops the lower slot to PCIEx2 which I think is what is causing the problem. Are these card unable to boot at PCIEx2 speeds?

Other than that, any ideas on things to try? I checked the bios on the card and it appears to be out of date compared to what I see on Techpowerup for other manufacturers. The motherboard bios is up to date though.
