are there any drivers for windows 11?  I have R9 380 4G gaming VGA. I cannot find drivers for win 11. plz help

you can use the Windows 10 drivers just fine

All Non-RX AMD GPU Cards are now Legacy and not supported with any more AMD Driver updates.

The last AMD Driver updates, if applicable, for your GPU card is from 06/21/2021.

There will not be a Windows 11 driver for Legacy GPU Cards. So if the Windows 10 driver doesn't work in Windows 11 you are out of luck.
